From the Regulators

The Securities and Exchange Commission has named Jonathan Sokobin director of the agency’s Office of Risk Assessment. Sokobin joined the SEC in 1998 and has served as deputy chief economist since 2002. He replaces Charles Fishkin, who left the Commission last year. The Commission has promised to make risk assessment a priority this year and has beefed up staffing levels from four employees to nine.

Bermudez

Citigroup has promoted Brian Leach to the role of chief risk officer—the second time in less than four months that the position has shifted hands after the company suffered a record $9.83 billion fourth-quarter loss tied mainly to mortgage write-downs. Leach replaces Jorge Bermudez, who is retiring from the position he’s held since November. Leach was most recently chief risk officer and co-chief operating officer of Old Lane, a hedge fund business he co-founded, and which Citigroup acquired last July.

Conseco has hired Mark Johnson as senior vice president and chief compliance officer. Johnson joins Conseco from GE Employers Reassurance Corp., where he served as chief compliance officer for three years and as chief counsel during his last year with the company.

Daimler has appointed Gerd Becht to the newly established role of chief compliance officer, in addition to his current role as vice president of the company’s legal department. Becht joined Daimler in 2006 from GM Europe.

The Warranty Group, a unit of Onex Corp., has appointed John Serafin as executive vice president and chief risk officer. Serafin, who has been with the company for 29 years, has spent the last eight years as executive vice president of the company.

Accounting Officers, Controllers

Connell

Goodyear Tire & Rubber has appointed Richard Noechel corporate controller. Noechel joined the $20 billion company in 2004, and most recently served as chief financial officer of Goodyear’s South Pacific Tyre subsidiary in Australia since 2006. He replaces Thomas Connell, who has been promoted to vice president and chief information officer.

Food service provider ARAMARK Corp. has appointed Joseph Munnelly controller and chief accounting officer. Munnelly joined the $11.6 billion company as deputy controller in September 2007 from Unisys, where he was vice president, controller, and chief accounting officer. He replaces John Lafferty, who has retired.

$5.9 billion Corning has appointed Katherine Asbeck chief accounting officer, effective March 31. Asbeck, formally the senior vice president of finance, replaces Jane Poulin, who has resigned.

$1.8 billion CME Group has named Jill Harley managing director and chief accounting officer. Harley, formerly chief accounting officer for the Chicago Board of Trade, replaces Nancy Goble, who has retired.

General Counsels, Corporate Secretaries

Superior Energy Services has appointed William Masters general counsel. Masters joins Superior following a 26-year career with the law firm of Jones, Walker, Waechter, Poitevent, Carrere & Denegre. During his tenure, Masters worked with Superior as general counsel for 13 years.

Saba

Peter Saba will join USEC as vice president, general counsel, and secretary, effective April 4. Previously, Saba was of counsel in the global projects group at Paul, Hastings, Janofsky & Walker.

Peabody Energy has promoted Edward Sullivan to assistant general counsel. Sullivan, who joined Peabody in 1981 and has served in a number of legal positions with the company, will be responsible for legal counsel of Peabody’s domestic commercial transactions and operational matters.

On the Board

$13 billion Consolidated Edison has elected Michael Ranger to its board of directors. He will also serve on the finance committee. Ranger is a senior managing director of Diamond Castle Holdings.

$1.2 billion specialty apparel chain New York & Co. has appointed Grace Nichols to its board of directors. She was also elected as chairperson of the ethics committee and as a member of the compensation committee. With more than 35 years of retail experience, Nichols was most recently chief executive officer at Victoria’s Secret Stores from 1992 until her retirement in January 2007.

Feder

Samuel Feder, former general counsel of the Federal Communications Commission, has joined Jenner & Block as a partner in its Washington, D.C. office. Before Feder became general counsel of the FCC in 2005, he was a legal advisor to FCC Chairman Kevin Martin and to FCC Commissioner Harold Furchtgott-Roth.
