The Securities and Exchange Commission has named Meridith Mitchell deputy general counsel for legal policy and administrative practice. Mitchell fills the position previously held by Alexander Cohen, who recently became the SEC’s deputy chief of staff. She joins Andrew Vollmer, who is deputy general counsel for litigation and adjudication. Since 2000, Mitchell has been the principal associate general counsel of the SEC.

Accounting Officers, Controllers

Meline

$24.4 billion 3M Corp. has appointed David Meline corporate controller and chief accounting officer. Meline, currently vice president and chief financial officer for GM North America, comes to 3M with more than 20 years of experience with General Motors.

$4.7 billion Fidelity National Information Services has appointed James Woodall chief accounting officer. Woodall was most recently vice president of finance for the healthcare information technology company Eclipsys. He replaces Francis Chan, who took a position at Lending Processing Services.

Granite Construction has appointed Laurel Krzeminski as vice president and corporate controller. For the past 14 years, Krzeminski served in various financial positions with Gillette, which was acquired by Procter & Gamble in 2005. Most recently, she served as finance director for the Duracell and Braun North American business units of P&G. Krzeminski succeeds Mary McCann-Jenni, who is leaving Granite after 10 years.

$684 million Brandywine Realty Trust has announced that Chief Accounting Officer Darryl Dunn has departed the company to pursue other opportunities. The chief accounting officer position will not be filled at this time.

General Counsels, Corporate Secretaries

Troy

Pharmaceutical giant GlaxoSmithKline has hired Daniel Troy as its new general counsel, amid a slew of congressional and regulatory probes. Troy, a former chief counsel for the Food and Drug Administration, is currently a partner at the Washington law firm Sidley Austin. He replaces Rupert Bondy, who left to join energy giant BP.

$1.6 billion Key Energy Services has promoted Kimberly Frye to senior vice president and general counsel. Frye joined the company in 2002 and has served as its associate general counsel.

Milwaukee-based Assurant Health, a provider of health insurance products, has named Jennifer Kopps-Wagner general counsel. Kopps-Wagner joined Assurant in 1999, most recently serving as vice president of the legal department.

$474 million Build-A-Bear Workshop, based in St. Louis, appointed Eric Fencl as general counsel. In his new post, Fencl most recently was executive vice president, general counsel and secretary for Outsourcing Solutions, a $500 million accounts receivable management company.

On the Board

Turner

American Electric Power has elected John Turner to its board of directors. He will also serve on the audit, policy and nuclear oversight committees. Turner formerly headed the nonprofit Conservation Fund and directed the U.S. Fish and Wildlife Service. He also served as assistant secretary of state in the Bush Administration from 2001 to 2005.

TCF Financial Corp. has elected Barry Winslow to its board of directors. He was also appointed to the shareholder relations/de novo expansion committee. Winslow retired as the company’s chief operating officer in December 2006 after serving nearly 20 years with the company.

Patrick Finnegan has joined the CFA Institute Centre for Financial Market Integrity as its accounting policy director. Most recently, Finnegan served as managing director in Moody’s investors service corporate finance group.

CA has released its latest product, CA Records Manager r12. CA Records Manager r12 delivers increased functionality with its records retention and disposition module, a localizable Web client and added features to enhance the user experience.
