From The Regulators

Esslie Hughes is leaving her post as director of the New York office of the Public Company Accounting Oversight Board to pursue other career opportunities. Hughes joined the PCAOB in her current job in 2003. No replacement has been named yet.

The Securities and Exchange Commission has tapped Wall Street lawyer Andrew “Buddy” Donohue to be its next director of the Division of Investment Management. Donohue is currently global general counsel for Merrill Lynch Investment Managers.

Executive Moves

HSBC North America Holdings in Prospect Heights, Ill., has named Jack McGinnis controller. The financial services giant also promoted James Binyon to be chief accounting officer of HSBC Finance Corp. , the consumer finance subsidiary of McGinnis’ division.

New York-based insurance giant American International Group has announced that Philip Jacobs will join AIG in July as vice president and director of taxes. Jacobs currently serves as vice president and global tax director for GE Insurance Solutions; he replaces Peter Lathrop, who is retiring.

Food giant Chiquita Brands International has hired James Thompson as chief compliance officer; he will serve on the Cincinnati company’s management committee and be responsible for Chiquita’s compliance and ethics program. He will also succeed Robert Olson as general counsel and corporate secretary in July, when Olson will retire. Thompson previously served as general counsel and secretary at McLeod USA.

Pemco Aviation Group, a Birmingham, Ala. Company that provides maintenance services to commercial and government aircraft, has promoted Randall Shealy from chief accounting officer to chief financial officer. He replaces John Lee, who is retiring. Pemco has also named Chris Warden director of internal audit; Warden previously worked as manager of internal audit at Tempur-Pedic International.

In Herndon, Va., cable television company RCN Corp. has named Benjamin Preston general counsel. Preston comes to RCN from XO Communications.

Emisphere Technologies of Tarrytown, N.Y., has hired Noelle Whitehead to fill the newly created position of chief accounting officer. Whitehead joined Emisphere in 2003 and most recently served as assistant controller.

InfoSpace has temporarily promoted Allen Hsieh, chief accounting officer, to be chief financial officer while the Bellevue, Wash., company searches for a permanent replacement to departing CFO David Rostov.

Abariotes

Theodore Abariotes has joined Matrix Bancorp in Denver as general counsel and corporate secretary. Abariotes had actually served as assistant general counsel at Matrix from 2001 to 2005, but spent much of the last year as general counsel for Specialized Loan Servicing Corp.

Chicago-based consulting firm BDO Seidman, has reorganized its risk-consulting unit. The practice will now operate as BDO Seidman Risk Advisory Services. Hank Galligan, a partner in the Boston practice, has been named national director of the unit.

In New York, consulting firm Hudson Financial Solutions has hired Steve Biskie as national manager of its IT Risk practice. Prior to joining Hudson, Biskie managed Sarbanes-Oxley compliance for a large insurance and healthcare provider.

Babbel

Boston-based CRA International has hired David Babbel as vice president of the consulting firm’s finance practice. Babbel previously was a professor at the Wharton School of Business, and will retain his affiliation there.

Barry Goldsmith, previously head of enforcement for NASD, has been hired by law firm Gibson, Dunn & Crutcher as a partner in the firm’s securities practice.

On The Board

Maidenform Brands, a maker of intimate apparel based in Bayonne, N.J., has appointed Harold Compton to its board of directors. Compton will serve on Maidenform’s audit and compensation committees.

In St. Paul, Minn., 3M Corp. has elected board director Vance Coffman to fill the newly created role of lead director. Coffman previously served as chief executive and chairman of the board at Lockheed Martin Corp. , and stepped down from those posts in 2005.

Johnson

Accuride Corp. , a vehicle components manufacturer, has appointed Donald Johnson and Craig Muhlhauser to its board of directors. Johnson, currently chief executive officer of Aftermarket Technology Corp. , has also been appointed to the board’s audit committee. Muhlhauser is currently a sales executive at Celestica.

Datalink Corp. has named Brent Blackey to its board of directors. The Minneapolis company will have Blackey serve on its audit and compensation committees. Blackey is president and chief operating officer of Holiday Cos., a petroleum and convenience store business.

Vendors’ Corner

The National Association of Corporate Directors has decided to purchase Thomson BoardLink, a tool for secure communications among board directors. BoardLink is sold by Thomson Financial.

Stellent, a maker of content management software, has unveiled Stellent Universal Records management, an application that enables companies to apply records and retention policies in a consistent, legally defensible way across the enterprise.
