SciClone Pharmaceuticals has appointed Charles Meng as general counsel and vice president of compliance effective as of Feb. 9. Meng will report to Chief Executive Officer Friedhelm Blobel, and will be based in SciClone's Shanghai headquarters.

Meng has more than 20 years of experience in compliance and legal affairs spanning multinational companies in diverse industries, including pharmaceuticals, high technology and electronics, as well as in academia and government service. He joins SciClone from Novartis Group, Beijing, where he was general legal counsel and chief compliance officer for the pharmaceutical division, and also had responsibility for legal and compliance affairs of other divisions or business units of Novartis China, such as the animal health and vaccine divisions, as well as R&D.

Prior to Novartis, Meng served as chief legal officer of China Bluestar in Beijing, a state-owned chemical company. Previously, he held the position of legal director, Greater China Region with AMD (China), where he oversaw legal issues, compliance, contracts and supply chain management.
