Energy delivery company Pepco Holdings has announced executive management changes effective Nov 1.

Donna Kinzel, currently vice president of investor relations, will serve as vice president, treasurer and chief risk officer. In her new position, she will oversee treasury and corporate risk. She will continue to serve as the liaison to the investment community.

Kinzel joined Pepco subsidiary Delmarva Power in 1990 and served in various capacities before her position as director of investor relations for Pepco in 2004.

Kevin McGowan, currently vice president and treasurer, will serve as vice president of regulatory affairs. In his new position, he will oversee regulatory matters that come before the Federal Energy Regulatory Commission and state regulatory agencies.

McGowan previously served as vice president of financial planning and budgeting. He joined Pepco in 1998 as vice president and treasurer of Potomac Capital Investments. Prior to joining the company, he served as director of treasury, tax and financial analysis at retail company Duty Free International.
