The National Petrochemical & Refiners Association announced the hiring of a new general counsel and the promotion of two NPRA senior directors to vice president.

Rich Moskowitz, vice president and regulatory affairs counsel for the American Trucking Associations, will become NPRA general counsel on Dec. 19. Moskowitz has more than 15 years experience representing trade associations and has been vice president and regulatory affairs counsel to the American Trucking Associations since 2000. Earlier he practiced law with the law firm of Beveridge & Diamond and served as general counsel to the Wellesley Group and to the National Solid Wastes Management Association.

NPRA Senior Director for Advocacy, Brendan Williams, and Senior Director for Regulatory Affairs, David Friedman, have been promoted to vice presidents of the two departments they now head. Williams joined NPRA in 2007. He previously spent more than seven years on Capitol Hill as a congressional staffer, focusing primarily on energy and environmental policy.

Friedman has been with NPRA since 2004. He previously worked for ExxonMobil, the American Forest & Paper Association, the Association of American Railroads and the Interstate Natural Gas Association of America.

NPRA will be changing its name to the American Fuel & Petrochemical Manufacturers in January.
