International law firm Cleary Gottlieb Steen & Hamilton has added two partners to its Washington, D.C. office.

David Becker, who was previously a partner at Cleary Gottlieb, rejoins the Washington, D.C. office after serving as general counsel and senior policy director of the Securities and Exchange Commission from February 2009 to February 2011. Earlier in his career, Becker was a partner at Cleary Gottlieb from 2002 until rejoining the Commission in 2009.

Becker first came to Cleary Gottlieb from the SEC where he had served as general counsel from 2000 to 2002. In his new position, he will focus on securities enforcement and regulation, corporate governance and internal investigations, and financial services reform.

Juan Morillo joins Cleary Gottlieb from the Washington, D.C. office of Clifford Chance, where he was a partner and head of the firm's U.S. litigation and dispute resolution practice.He will join Cleary Gottlieb's global litigation practice and will represent clients in government investigations and in civil litigation.
