John Gerspach, the chief accounting officer for Citigroup, will step in to become the bank’s new chief financial officer, marking the third time in less than one year that the embattled bank has reshuffled its top management.

Gerspach’s appointment makes him the fifth CFO in five years. Meanwhile, Edward Kelly, who has been CFO only since March, will become a vice chairman focused on strategy and merger activity.

The shakeup is aimed largely at easing tensions with the federal government, irked that Citigroup’s senior executives haven’t been moving quickly enough to stabilize the company. Citigroup has lost $36 billion in six quarters.
